And No. Not all dogs can swim. Dogs that typically cannot swim include:

Bulldogs
Pugs
Pekingeses
Boxers
Staffordshire bull terrier
American bull terrier
Bassett hounds
Dachshunds

I have heard bulldogs have issues due to the top heaviness of the build. Hadn't heard of the others. that said, any animal that includes chihuahua and pug in its lineage is not a dog.

Had an English Bulldog in the pool the same day. He definitely could not swim. He just tipped upwards and started to flip and sink.
I've never tried or watched most of those other breeds swim. Just going off the internets.

All 3 of my Boxers swim very well.

My brother had pits who swam just fine.

I love watching my lab swim. When she was a pup, we took her swimming for the first time. She lost track of the stick she was fetching and dove under water long enough that I was taking my shirt off to go in after her when she came up with a tree root from the bottom of the strip-pit she was swimming in.
