Assuming that WU and HOOD colluded for WU to win the game, would they have thrown the game if Bort set a precedent by banning Gart and CPUing Hali when Hali colluded with BFM (or whoever it was)?

Why would Hood throw a game against Wu? I mean, Lem is going to have the loss thrown in his face for the rest of GLB ages. Surely he would take that into consideration and not throw a game that would make him the laughingstock of GLB.
