Also, you're asking why it gets too complicated. Do you know how many phone companies there are? The only thing I can think of that bills your phone is stuff that involves your phone--pictures, ringtones, etc. And you can do that throughout the world.
My comment about how many phone companies there are is important for this reason...GLB would have to "partner" (for a lack of better words) with each of the phone companies. I just think it would be too much work for what little would be gotten out of it. 99% of paying customers on GLB already have a credit card, and they use their credit card to pay for the game. The other 1% come from kids who use their parents' credit cards or general gift card users...
