How does that make sense? They are 1-2, we are 2-1. Not only that, but we beat them 30-16 head-to-head.

Yea, if that's not a typo, that looks really bad for your formula. It's understandable sometimes when early in the season a team with a worse record is ranked higher than a team with a better record (due to quality of opponents played) but for one of the two losses to be a head to head loss, I really have to question that.
