well we share the tiebreakers. if a team in wea3 goes 15-1 and loses in the 2nd round and a team in wea4 goes 14-2 and loses in the 2nd round, the 15-1 team will get promoted before the 14-2 team.
right now oslo and jacksonville are in good shape unless a 15-1 team loses from wea3 alpha, because that team would take the promotion tiebreaker from them.
you have to figure some teams are going to have expiring ownership, or are going to request relegation. that opens up usually enough for 4, sometimes more, teams to get promoted from each league.

Our Stadium is pretty much complete. We took care of that during the start of this season and throughout. We just have those 2 top levels to build and we're going to try and get those built but don't know since we have to wait for everything else to be built in the offseason.
