it's bort's solutions to the mystery incompletes that were happening in the past. Those would happen because even though the ball would be right on top of the WR, it would be considered a 'low' pass by the game and the tic of when the ball arrived right at the wr, the play would be blown dead before it even checked if the WR would catch it. So his fix for it now allows the WRs to make those catches, but on certain replays, the last tic of the play is cut off in the actual replay. That's the only way he could fix it.
If the word tic confuses you, every single split second of a play is referred to as a 'tic'. The tic of the ball arriving at the wr on some previous plays would just blow the play dead, despite the ball being right on top of the wr.
