Assuming it hasn't changed since making it, it is just as described, but it doesn't matter...
It's the same for everyone, so no team actually has an advantage when compared to each other. At the end of the day, the only thing that matters is your record and the record of all the teams combined that you've beaten (opp record).
It ranks them individually against other tier teams in 2 separate columns. Thus if you have a #5 overall record, but a #20 in opp record, you'll likely hover around #10. Likewise if you have a #10 record, and a #2 opp record, you'll likely be in the 5-7 range. Keep in mind this is only 2 of (iirc) 12-14 columns it uses to find an overall rank.
