The problem seems to be that the teams that get promoted early are usually a team full of boosters. Then boosted 3 more times in the playoffs. So we are left with teams full of level 23 and 24 players.
These teams get promoted to leagues that are full of high leveled players. The builds may be questionable since they were the bottom leagues not to long ago. Still its enough to freak out any owner. This causes some owners to get high leveled playes and the arms race begins. Well, this sucks the life out of about 45 boosters. Multiply that by the number of teams promoted and you just lost a good chunk of change. The funny thing is this has happened every season.
Now the level 23 to 24 players must play backup to a higher leveled player or find another team. They can't get back into their old league because its capped at 21. So they are forced to backup where ever they go. These players were the future of the expansion league. They proved themselves to be the best of the best by winning early. Now they are doomed to backup. This is the frustration that agents have with the current system from what I understand.

Not to mention the Owner that worked his/her ass off to recruit said boosters with good builds, who now have to go out and recruit an entire new roster if they want to be competitive. However, if the Owner wanted to stick with his current roster and not screw the agents that were so loyal to him, he has to suck it up and lose for another 2 seasons before the team becomes competitive again.
The only people that are against this vote are teams that went out and brought in extremely high level players that were looking forward to smoking all the lv 30's in their league. Now, they have to face equal competition and are afraid.
