Pretty good concept IMO, although I'd reword it and also make it situational:

"Hard Thinker- This player is very much aware of his own limitations, but can use that awareness to make good decisions in key situations. On 3rd and 4th Down, not counting special teams plays, or anytime in the 4th Quarter if the game is within 7 points, he gains +2% per level of Hard Thinker to Vision, but suffers a -1% per level penalty to Confidence."

How about this one to end VA resets?

Adaptive Player VA -
This player has the unique ability to change according to his team's ver-changing needs. Each point in this VA allows the player to re-assign 1 Vet Ability every 5 days in-season.

At 15 points, it would mean the player could re-assign 3 vet points a day. But they would have spent more than 2 season's worth of Vet Abilities to get there. This gives an advantage to players who stay with 1 team and 1 role for a long time while giving team-hoppers the ability to change with the seasons.

I've seen Bort say a special teams only vet reset this off-season for special teamers cut in the roster cap, but a full reset is needed becauseit goes the other way as well in that many players who didn't play special teams before will be needed there now and would have put piints in the special teams VA's all along if the roster cap had been there all along.

Biggest problem: There should be no scouting-ruining VA reassignments in-season.

Offseasons or preseasons are different, though. Perhaps, assuming we stay with 8 day preseasons as a small majority supports in the poll, each point allows one VP to be reassigned every 4 days during the preseason. Maxed, that would allow 30 points to be moved each preseason, which should be enough for anyone, although as you say they're trading off 15 VP's to make it happen (which is what makes it something I find acceptable).

I have a CB I signed to another team that is going to now return... I'd LOVE the chance to fix a few things (VA's, SA's and what not)...

Understand the argument, but at most it would be 6 vet points before any 1 game, and that's just not a big change.

But I could see it ramped down to a max of 2/day...

Open Field Tackler

---This player is adept at making the tackle in space. Each lvl of "Open Field Tackler" gives the player a +2% bonus to avoiding fakes when the runner is past the LOS. Only works on run plays.
Prerequisite---50 tck, 50 vis

Deceptive: Lowers the CB threat value for the QB's risk calculation by +5%.

Basically the CB version of the receiver VA Go To Guy. If the CB's on a team are fairly equal it would be a poor VA choice, but if a team has an excellent CB who would otherwise never be targeted due to a much higher risk value then the other corners on the team, it may be worth a few points.

How about VA's that reduce the OOP for specific target positions.

This would be something Bort could control the way he only made specific intense training combos.

So for instance, a CB would spend VA's that reduce his OOP to play WR. etc.

Exploit / abuse would be nil since Bort specifies which he would allow.

This suggestion is a tangent to some of the ideas I have seen for multi positional players.

Personally, I'd never do this, but some people might like it.
As an owner, I've been short on the roster before and had people cover other spots.

The Returner is able to Cut on a Dime on returns and is able to take it to the house almost every time. +1% agility bonus and +3% chance of Head fake working and a +1 bonus to Quick Feet when returning kicks

Presiquite: 80 agility, 3 Quick Feet, 90 Speed

Ugh, there are already some returners who are nigh-unstoppable.

Ugh, then someone needs a new ST coach or better players.

Precision Runner:

Each level of Precision Runner gives the player a +2% chance to cause the defender playing man to man to "stutter" for a short duration when the player running the route makes a cut.
