Even if you don't add the hemispheres, condense the Pro leagues
There is way too large a disparity in teams at the Pro leagues and extended plateau hasn't helped.
Hemispheres would probably be better because it would push the dominating teams up and give the 2nd tier pro teams a shot at winning championships as well. But Pro leagues where over 1/2 the teams are non competitive is a joke.
