Further to what Tubro said, in Zeta, I think any one can nominate, but that each team should have one person designated to vote for the actual fake Pro Bowl (either the owner, a GM, or someone else that the owner designates). That way, no one team floods the votes. Alternatively, or in addition, we can have it that no one can vote for someone on their team (again, nominations are a different matter).
