Were there always 2 AAAs in Canada?

I'm wondering if all 4 AAA teams will get promoted (2 conf champs in each of 2 AAA leagues). That would mean 4 relegations from the pro league. Which, actually, isn't that unreasonable. No doubt the top AAA teams are much better than the bottom 4 pros.

The top 2 teams in each league get promoted while the bottom 4 teams in each league get relegated.

Okay question what if you beat a team in the same conference you have identical records yet your listed below them why?
