Snap Reaction doesn't factor into the 40 time, but I think it does factor into how the player moves on the field.

If you're saying that he starts moving sooner than the defenders, yes it does.
it's potential difference in taking off at frame 10-12, or as quickly as frame 6-8. Seems small, but when you pile on gold first step, high sprinting, and good quickness, you can basically be past the Cornerback before they've even moved sometimes.

It is alot when you're up against CBs still in the teens sometimes.

Yes ... and it's enough to not make him too bad against CBs with higher snap reaction and enough to punish those who neglect it.
