There are CPU teams available. Balancing the number of human owned teams with the number of players available is something that would be pretty much impossible to micromanage constantly.

What they should do is make it so that if a CPU team accumulates 36 human players it becomes available for purchase by anyone who doesn't own more than one team. If a team ever drops below 36 human players the team becomes CPU owned until it moves to 36 or above again.
New rookie owners get an offseason grace period to put together a roster before going CPU.
That way you don't entirely feel like "fuck I am signing my player to a CPU team". It is more like "hopefully this team fills up with needy FA's and someone can take control of it".

eh, I wouldn't do it, but I could see someone wanting to run a team full of CPUs. No need to punish that owner that simply is anti-social and too cheap to build all the players.

I think that is entirely what we are trying to avoid here hence the reason people aren't just able to buy tons of teams.
