Yes, we have tiers to form leagues, and league games so that you get matchups within your tier. We also, however, have a global ladder which is supposed to match teams of equal ability regardless of other factors (such as league, and yes, tier).
The problem is that the ladder is implemented imperfectly, not that teams are playing outside their tier.
