If you are going against the devs intentions and causing many people rage in many forums, i'm pretty sure that's impactful and victims of the play and abuse would call it gamebreaking.

If it wasn't the intention to use the plays for other formations why would they make the change? Fail logic you are using. Plus people rage about everything so that is like nothing.

If you weren't meant to be able to use plays against formations then you wouldn't be able to add them against it.
