Fail and Spell are not rhyming words. If you say them wrong, then they might rhyme. But only because you didn't say them correctly.
Someone could pronounce "quarterback" as "hat" and "football" as "cat", but that doesn't make quarterback and football rhyming words. It means they didn't say the words correctly. (It probably also means they are just plain stupid)
