I believe nuclear radius is a function on the order of blast energy^0.2. So the 80 megaton bomb has a blast radius 2.7% larger than that of the 70 megaton. People living on the edge of that extra 2.7% would definitely agree with you that 80 megatons is more lethal than 70 megatons.
