So if these power rankings are based on mostly levels and chemistry, does that mean it won't matter at all if a team racks up a bunch of wins with low leveled players?

Each week based off the current rankings "predictions" are made. If Team A is supposed to beat Team B by 21 points, and Team A only wins by 7, then Team B gets +14 and Team A gets -14.
