It has to be working out for some. You have lower income folks paying for at least part of a premium and still not getting medical care because they can not afford the copays and insurance deductibles even with the insurance. That means that they are paying in and getting nothing out. As far as I know, medical insurance is limited to X amount of income so they are either passing that through to the health care facility, taking it off of other premiums or padding the pensions and bonuses of their executives so it can't all be bad.
Sounds like it is working as intended, poor people pay more, they get nothing back and executives figure out how to split the pot and hold back their laughter when Dem's talk about doing something about the wealth gap.
