No. The only teams that would be moved out of Pro (in theory anyway) would be the CPUs, the gutted rosters, and some of the 50s / low 60s rosters who shouldn't be there yet. I support the theme of the OP, though I contend a less aggressive Hemisphere to WL promotion makes sense (perhaps drop the bottom 8 from the WL each season instead of the bottom 16, since that'll make the promotion structure at least more similar to the rest of GLB, as well as likely keep close to the best teams in the WL).
Taking 50% of the hem playoff teams each season seems like way too much to me.

No, that part is non-negotiable. The WL demotion system must remain intact, otherwise you're feeding into the notion that the system exists just to help top teams stay where they are. If you miss the playoffs in the World League, someone else deserves to have a crack at your spot, especially since hemispheres would make sure that team is prepared for the challenge.

Your response to his point might need reconsideration. If the competition improves as you suggest, then you could have a conference full of teams all with similar records and teams being demoted that are not only competitive in the WL, but one or two rolls of the dice from being in the playoffs.

Your post makes no sense given that already happens for the 9th & 10th spots, and has all along. Nothing has changed with regard to World League quality, which is why nothing should change in regards to their demotion.
