you always do the salary morale bonuses to try to give your team an advantage in scrims instead of playing straight up since no other morale bonuses are active for scrims

If YOU choose to use higher salaries to get morale bonuses and the other team chooses to use season long promos, they cannot make what they spent their money on active for the scrim - it is why most tournaments play with them OFF

maybe I will have one of my kids explain it to you, but it will still likely go over your head
