You can set tactics up to 15 minutes before the time your game is scheduled to sim. No need to panic about it.

Most of the time this works. A couple of times it hasn't, hence my rule

Hell, you can get away with setting tactics 5 minutes before the scheduled sim time. No need to rush things.
