If you want that, then get rid of League preference, and stick with the original sort, based on team record and strength only.
This is only an issue if several teams pick the same league, and the fact you dont 'rank' the leagues you want to enter. Its not a problem in missing the first choice league, its more an issue of not being able to exclude leagues you dont want to land in.
There is a chance for example, I end up in a Conference with 8 other teams I'm involved with, and there is no way GLB can account for that. In that case, I would want to trade out.
