"A placekick without a tee" is much different than a kickoff and wouldn't go near as far (would also probably get shanked it tried to kick too hard).

I agree there should be a punt after a safety +1

I say they should move it from the 30 back to the 20 and leave it how it is with a kick off from a tee.
