Nope. The bottom two in each conference in USA A4 get relegated: one in each conference goes to BBB7, one of the two per conference goes to BBB8. Relegated teams maintain Eastern or Western designation.
Hence, last season in the West, Fresno went to BBB7 West and Philadelphia went to BBB8 West. Cleveland and Washington were in USA A4 East; Cleveland went to BBB7 East and Washington to BBB8 East.
No idea how it is determined whether one goes to BBB7 or BBB8. This may be random.
