Emperor Palpatine foresaw a great invasion of the known galaxy by a force that was strong enough to possibly destroy them all unless he could unite the galaxy as one to fight them off. He utilized his position to try to create such a united force, but was ultimately defeated by his hatred of the Jedi Order.
While in the past Jedi and Sith had mostly existed without direct conflict, Palpatine was driven by a mistrust of the Jedi, and was determined to wipe them out rather than try to cooperate with them and the parts of the galaxy that might side with them. He feared, especially with his visions of destruction and doom in the future, that Jedi pacifism might lead to parts of the galaxy unwilling to participate in the defense of other systems far away from them, leading to massive death totals and a possible defeat.
Palpatine, with these thoughts in mind, set about his plans to consolidate power in the republic, incentivize systems and powers to join the republic, and eventually unite the galaxy as one force under Imperial rule. He failed, and ultimately the universe would be doomed to be decimated by the Yuuzhan Vong who exterminated 300 trillion lives and nearly wiped out the entirety of the new republic.
Some things of note: The Empire banned slavery, and brought about prosperity on many worlds that had toiled before in the outer areas of the galaxy. The majority of the backing for the rebellion came from ultra-rich and royal families who feared losing their positions of power within the new Empire, a large portion representing systems and powers that relied on slavery for their continued austerity.
Yeah, but the Yuuzhan Vong were actually saving the galaxy, because they foresaw an even greater evil that could only be stopped by destroying everything! (probably)
