It's a modifier, base + skill, so his base was good enough, when you increase attributes you're just making it "easier" for him to pass his checks

He’s taking a long time to make up his mind, but his high footwork and balance let him get there in a hurry when he figures it out.

Yeah his blocking skills are also nothing. He does have natural, but the skills are all super low. It’s all about his physicals being up there to take quick paths.
