They have done this consistently in rookie. I'm guessing if you have good tactics and human players in key spots this is possible in rookie and possibly sophomore, but later on wouldn't work. I don't know if anyone has tried going farther with that many cpu's on there roster. There was a non-boosting no star player team though, that did really well all the way to vet a few seasons back.
