Footwork has some obvious help in tackle avoidance so it's likely to help in some indirect way but it'd not required for firing so tough to say.
B4i is used for keeping from morale demoralizing hits and if you are running into a defender you were gonna be slowed up anyways.

If I recall correctly, Jimbo Jumpback, the OG running back in this game, was a high elusive with minimal investment in footwork. Txsteve the owner posted a bunch of clips of some nasty jukes firing off. Footwork did not appear to correlate with juke's ability at all.
