Because it explains why things are like they are. The "unowned human teams" that have stand-in CPU owners are grouped together. That's why there's a disparity.
Owners resetting- grouped into leagues (because they have knowledge of the game, and would be unfair to new owners.
Brand new owners grouped into leagues together, to learn from each other, including those that haven't been bought yet, rather than the shit kicked out of them by owners that know what to run on them.

This is kinda a moot thing. In experienced rookie league with teams that are resetting you know how many owners there are. Balancing the leagues out so there is less CPU in one league or even one division makes sense from a competitive standpoint.
In all rookie owner leagues same thing can be done at the start when assigning teams across three league and 9 divisions to start. Understandable once the CPU teams start getting bought after the fact its a different thing. However assigning teams across divisions instead of down divisions just makes more sense.

Its about balancing the division and league as best as possible before schedule to keep an entire league competitive as much as possible instead of 1 division all competitive and 1-2 others without it in a single league. If an owner doesn't do anything to build a roster is out of their hands. But pure CPU owner teams can be spread out.

Our leagues progress together. We don't jump into a different league as we progress so it helps set a tone from rookie through vet on our leagues.
The only thing that changes leagues as we move onto the next season is if teams fold and a league folds then teams are absorbed into the other leagues. Otherwise its possible to be in the exact same league every season from rookie through vet.
