All of MEMs CBs are between 4.7 and 5.0. They definitely pulled their weight this season against the top teams.

Speed isn't everything true, but a WR running a 4.4-4.5 should blow past one running a 5.3 every single time no questions asked

If they were both running forward, sure. But my 100/100 footwork/quickness CB can run backwards and make his turn at the perfect time to slap the ball down... the 40 time doesn't account for the start of the play when my CB is devastatingly good at shutting down. A 40 time of 5.1 isn't going to hurt him for the less than a second that he's running forwards.

It is hypothetical.

Some of my EB builds are close, but couldn't cap that high even with the cap boosters.

I'm seeing 4.27

You're looking at his 20 yard shuttle time.

in any event, you can't go below 4.2 on the 40 yard dash. 100 sprinting/100 quickness/100 conditioning is all you can do to impact 40 time, and they get you to 4.2

Nope. I've tested it.

You begin at 6.09 40 yard dash time with no skill investment on a fast WR build.

Quickness from minimum to 100 will alter you from 6.09 down to 5.91, for a .18 difference.
Sprinting from minimum to 100 will alter you from 6.09 down to 4.47, for a 1.62 difference.

Sprinting and Quickness combined to 100, will give you a 4.29, which is the sum of their individual improvements. there's no compounding.

Then you can tack on Conditioning to 100 (technically, 96 is all you need), to get to 4.2, which is the fastest possible 40 time in the game.

I suspect realistically, you'll seem most of the fastest builds end up in the 4.23-4.26 range, since Sprinting to 100 will generally be popular to try out. Quickness to 100 may also get done on some players occasionally for ridiculous first step experimental builds. But there isn't anyone that's taking conditioning to 100 that I can imagine. Even on S* players, taking Sprinting and Quickness to 100 each would eat up over half your available skill points.
