That's how it works? The replays I linked show defenders consistently running DEEPER than the receiver they're covering. They should be on their receivers' inside hip, running as close to them as they can while generally maintaining a position between the receiver and the ball (QB).
I don't doubt the defender reacts to the receiver, but the positioning is the biggest issue. I've also seen replays of my CBs pulling away from the receiver they're covering on fly routes. A defender should never outrun his receiver while in coverage.
ETA: A quick video of the basics
