Technically the mid-level rookies don't have to play the sophs. As Corndog stated, Bort implemented a preference for tiers to play the same tier in ladder. This means high ladder rookies prefer similarly or lower ranked rookies over similarly ranked sophs. So what ends up happening is high rooks match up with other high rooks. Then THe left over high rooks match with mid level rooks. Then mid level rooks match with other mid level rooks. Since some mid level rooks were matched with high level rooks, the left over mid rooks are matched with low level sophs, because that gap is smaller than the gap between mid and low level rooks.
It would be fixed if there was no preference for tier and everything was based strictly on ELO points. Then you would have the high level rooks getting low level sophs instead of dipping into the limited amount of mid level rooks for opponents.
