It should be 40/50/60% tackling roll reduction IMO. 20% into 30% is p much nothing - seems like lvl 1 will still be worthless, and if so, why would anyone want to raise a worthless SA? You should have some incentive/indications that it works at lower levels tbh.

It always has been. I wouldn't even bother adding the first level of it, just hold until I can get 2nd or 3rd level (or respec to try it).

Maybe a successful fire you just drag the tackler for a tick or two (reduced speed, reduced carry grip) then a re-roll until you get tackled, fumble, or break the tackle? A broken tackle results in morale hit to defender?

Level 1 in most SAs has pretty minimal impact.
