Seems pretty clear to me that powered by has to modify the only variable in the description - the percentage chance of it firing.

That it is firing without much in that attribute now suggests there is a "noob boost" in play to keep low level play interesting.

The SA's fire all the time. So it can't be chance of it firing or it would be ridiculous at higher levels when you have the attributes actually at a high bar. The activation chance is already there. So I assume it to be the success/fail rate of the SA. At least imo.

Is active for 1.0 to 1.5 seconds.

The more you have in the powered by ability, the longer the ability will remain active for. IMO.

I think the percentages we are getting are actually quite low but as TT says we get the tick checks a decent amount of the time (especially it seems for constant stuff like Quick Read)

It does different things for different abilities so there isn't really an answer besides "makes it better".
