Well there's different ways to look at it. Kinda like Ben Kenobi Truths.
1. Bort knew this would "force" competitive teams to boost early. Therefore he makes more $$ from PeeWee since now teams have to commit to boosting early. Gone are the days of waiting to see how you're doing and then choose whether to boost.
2. Since Bort did this then there's nothing wrong with teams that want to boost ... to boost. Since they were likely going to "spend the money" anyway ... then no foul. (Note: Since teams really did not have to fall in line and boost early ... the one's that did obviously feared a level playing field for 16 weeks)
3. No boosters still have some stuff to play for if they choose. They can ...
a) Try to stay in Gold and not be demoted
b) Try to get a playoff spot and probably be eliminated the first week. (along with other teams that spend $ for the priviledge)
c) Keep playing in Silver Leagues and get back to Gold again.
4. All in all it comes down to this. Boosting per say is not that great an advantage. If you have the time to develop a great defense you can do pretty well. And if you do well enough for long enough ... you might still be in PeeWee when Bort closes all the "exploit" offenses that prevail today. When that happens it will level the playing field and a No/NO team will again have a shot to win a Cup ... even in Gold. (as the current "best" in Gold will fall when their "Bort" advantages are gonzo.)
