I thought they did take the bottom 8, but the way the records were last season it wasn't 4 & 4 like usual.

Kind of cool if ya think about it, you have to be better than the other conference as well so it adds more meaning to cross conference game in week 1. Heck you could have all 8 teams in one conference gone!
