Was just looking at Elephant and while recruiting is not officially done there are an ass ton of teams hurting roster wise. While I have a Warthog bias I'd say at this point the top two dogs in the race are Nairobi and Warriors of the Big House (then a rather large drop off after that).
Last I looked, Naroibi seemed to have a lot of players going to start decline. That will be interesting to see how they do come playoff time.
When you're not a team part of a farm system, it almost seems impossible to recruit quality dots....it's actually gotten to the point where it's almost pointless to send an offer with a PM stating the most reasonable case ever to join.
My opinion is this game has almost become Farm System A vs. Farm System B. And if you're not in Farm System A or B, good luck! You can put a thousand hours in trying to recruit but it probably won't help.

It has definitely gotten worse the last few seasons but that has more to do with the early big spenders retiring their players and not making as many to replace them. fewer quality players available means that farm systems/networks are more important.
last season i got a lot more responses to recruiting PMs than i did in the past but 80% of the time it was a response saying sorry saerin, you are a nice guy and your team looks good but the chance to get into this network or that network is an opportunity I need to take. Add that to the number of agents that backed out of commitments because a team in the network needed their players and recruiting was mind blowingly difficult.

being a decent owner is no longer enough
There is a lot of truth to this. Networks/Farms are crucial. This season was my first recruiting in god knows how long, and it was a lot less painful than most I am sure
