This happens because the TE, HB and FB are held into block.
The ILBs would probably default to a under fourth or similar, but as the only two threats are way out of their cone of vision, they just settle at the preset depth on that play, rather than freeze.
They react to the threat of a QB run before he crosses the LoS for example.
In the first replay the LILB is blitzing, in the second its the ROLB, looking at other examples of that play it looks like only one LB at a time is ever blitzing, so on your first replay I dont think the RILB is blitzing as you believe.

He is not freezing, he is deliberately placing himself in that spot.
Not a bug imo, as LBs behaviour is intended.
