You could have it where if you don't get 32 owners to sign up, maybe get 28. Those remaining 28 could appoint 4 co-owners to complete the 32. Then when the new gold teams come in they have to relinquish their roles and the vote is initiated again if owners do not sign up. Could do the same thing for multiple owners (if there were any at that given time)

If we make a new ranking system based on stats rather than owner rankings, we take a lot of subjectivity out of the equation.
Granted what stats we use and how might be a little subjective and different people will have different opinions as how to use those stats, but this is still far less subjective then asking owners to rank teams.
