Alright got some more info from Fogie.
Basically he told me he realized it's only once per day that you can request or receive... once you click "request" the request button goes away until you get offers... checked back each day for 2-3 days and didn't get an offer.
Under that scenario I do believe it is a bug.

OK guys, I talked with Catch about this and offers are sent once a day.
If we can somehow test this and verify it I will submit it as a bug, but tbqh we don't currently have enough confirmation to file this since it seems offers are being sent once daily as intended.
I am sending this to the Needs More Information subforum instead of closing it as "Working As Intended," for now.
