Is this a secondary piece of % AEQ? The gains would be half in this case, but you would still work out to a different number then 11%.

It is a second piece of AEQ, but that change would only be reflected on the player page, not on the AEQ itself.

Plus, if I unequip all my AEQ, this piece stays at 11%, regardless of any other equipment worn. So it cannot be a reduction because of multiple AEQ pieces.

On your player page, with the two pieces shown equipped, I assume you're seeing 24.5%? And if you equip just the 11% gear you get 11%?
Have any other players seen this?

With both pieces, it is 24.5%.
With just the 11% piece, it is 11%.
