Rhodesia throws up a list, and I prioritize it.
It's a "If you are going to temp boost anyway, please organize it so it happens in this order" type of thing. Totally up to each individual agent. A lot of the older dots have 2 pieces of AEQ maxed out with no real need for a 3rd piece. (and if they did get a 3rd, it would be semi-maxed in a lot of cases, for maybe 1 season)
Newer dots coming up now can get that 3rd piece and make it last a few seasons.

To be honest. Of all the times I've had a team temp boost, and it has been few times over the last few seasons. I can't say that I've noticed any difference in play. In fact, I think I've lost every game I TB'd for. Not convinced it does any good, really.

Most likely because you temp boost against teams that are better than you.

As often as not it was against teams pretty equal. But then, they were probably boosting also.
