I'm sure that the only teams who will be punished are those who have consistantly signed/released players from other teams in the same off-season in order to pay for equipment. Something like that is obviously and clearly outside of the spirit of the game, and a 1/2 of team cash penalty seems more than fitting. I doubt teams who simply did mergers are going to be retroactively punished.

I've removed the General Collusion clause because it's just too hard to define that. Right now we're mainly concerned about "cash farms" until Bort implements the systems he has planned.

Retroactive punishment will create a gestapo type atmosphere. They might as well not try this because there is so much grey and it can only lead to more policing than is productive.
I'm fine with it other than the retroactive crap. Just move one...or here's a crazy idea --- fix the money problem and issues teams have with equipping new agents rather than creating a bandaid police to subversively monitor teams finances.
