By record of course.
Teams will pick untill we run out of players.Teams this season in the uncapped draft will have a carry over.If a team is up to draft and there are no more players available in that range.Those teams will pick 1st next season reguardless of record.

Uncapped Draft is not taking anymore Teams this season.
