This is probably due to the fact a lot of the good CPL teams merged before the WL. USAPL definitely has the most depth of good teams among the Pro leagues. But if Lincoln/O/WW merge becomes a trend, you will see the number of quality USAPL teams get reduced in a hurry as well.
