I think you make it easy. Consider all regions as equals initially and take the final 4 out of each league for the first World League season.

All World League playoffs teams (16) play at the end of each season and the non playoff teams get booted downstairs to be replaced by the (2) finalists in each of the 8 regions each season thereafter. Keeps it simple.

See, I support it that way too. People that want "the 32 best" and not the top 4 from each conference are, IMO, going about this the wrong way.

If they are among the best, then they should be at the top of their league anyway.
Sure, there are surprise 1st and 2nd round playoff upsets on occasion, but for the most part if you win your conference/league then you are the best and deserve to move up.

Can't get much simpler than that IMO.

I mean it would suck for BDC not to make another run at an OPL championship and we'd miss you guys.

But the flocking to USAPL is lame, and it kills the other leagues. This would be a perfect move to help some of the other leagues in this game.

I think it should always be the top dogs in all the leagues. Spread out this lopsided talent!
