Well, I think in the NFL, the rule is sort of vague, when you start talking about momentum. (And I believe that's the rule - if the player's momentum carries them into the EZ, it's a touchback and not a safety)... It's up to the ref to decide whether it was his momentum or if he deliberately ran into the EZ. I think.
