This isn't on a wins vs losses system. This is a Power Rankings System which rewards you for beating winning teams so if you play a team thats loss all season then you aren't going to be rewarded in the power rankings. This is based on Strength of Schedule:
Strength of schedule is determined by the composite record of the their opponents.
Teams who play more teams with winning records have a higher strength of schedule number.
Which means you are ranked higher...
